Cornerstone Community Housing Residents Graduate from Baltimore Drug Treatment Court

Judges applaud the two CCH graduates.

In January 2026, Jim Carey, case manager at Cornerstone Community Housing (CCH)’s Earl’s Place and Kara Welch, CCH’s development and communications officer, were present at the graduation of two CCH residents from the Baltimore City Drug Treatment Court. 

“We had the privilege of supporting two of our residents at their graduation,” Welch said. “Seeing this milestone firsthand was incredibly inspiring.”

The Circuit Court for Baltimore City Adult Drug Treatment Court (DTC) is a coalition of public, private and non-profit agencies that provide intensive supervision, substance abuse treatment and comprehensive judicial monitoring to offenders whose crimes are non-violent and related to substance abuse. In addition to providing varying levels of treatment to defendants, the Drug Courts are also challenged to address the issues of addiction from a holistic approach by providing vocational, educational, and life skills training and other services to address issues that contribute to substance abuse and criminal behavior. These supportive services assist Drug Court participants to bring about meaningful behavior and lifestyle changes to facilitate their integration back into a healthy community.

The Circuit Court for Baltimore City Adult Drug Treatment Court (DTC) holistically supports individuals with non-violent, substance-related offenses through treatment, accountability, and holistic services like education, job readiness, and life-skills training. The program is designed to help participants build stability and reintegrate into their communities. DTC is a coalition of public, private and non-profit agencies that provide the intensive supervision, substance abuse treatment and comprehensive judicial monitoring to offenders whose crimes are non-violent and related to substance abuse.

For CCH residents, completing Drug Court opens doors that were once closed; access to employment and housing opportunities that allow them to truly move forward.

Welch added, “Witnessing the dedication of both the participants and the program staff was a powerful reminder that meaningful change is possible when we work together!”
